Our Board is the governing body for the Association. Each Board member is committed to providing good governance, effective financial management and creativity as they advocate for older Victorians in need.

Dr Philomena Horsley - Chair

Elected to the Board 2021

Philomena has been a member of NFP Boards and government advisory committees since the 1980s. She currently and holds governance positions at Scope Australia and Moonlight Head Cemetery Trust and is Chair of the Victorian Department of Health’s Human Research Ethics Committee. Philomena is a medical anthropologist with particular interests in research ethics; ageing and Aged Care and disability care systems; gender and health; family and sexual violence; and death and dying. She is an Honorary Senior Research Fellow at the University of Melbourne’s School of Population Health.

Judy Thompson

Elected to the Board 2024

A CPA with more than 20 years’ experience in the charity sector, Judy has strong commercial acumen and financial management skills and has extensive knowledge in compliance, governance, risk management, human resource management, and strategy development. Previous work engagements include senior executive roles at Victoria Police Legacy, Windana Drug & Alcohol Recovery and Diamond Valley Community Support. Judy’s niche NFP skills and experience has assisted many CEOs, Boards, Executive Teams and Subcommittees deliver high quality results-driven strategies that improve organisational performance and outcomes for the communities they serve. Judy is empathetic to the needs of those doing it tough, which has motivated her to work in the not-for-profit sector for most of her working career.

Dr Catherine Wilson

Elected to the Board 2022

Cathy is a Physician (Geriatric Medicine) with experience working across inpatient, outpatient, community and residential care settings. Cathy’s focus is on person centred care to support, enable and promote healthy living at any age. Cathy is currently a Geriatrician at Royal Melbourne Hospital and sits on the Clinical Care Committee.

Amanda Hickey

Elected to the Board 2025

Amanda has a broad and varied career in law and dispute resolution, as well as providing in-house legal support to large not-for-profit organisations.  Her work has included that of General Counsel and Company Secretary to a large aged care provider in Queensland. Over her career she has advised large corporations, government departments, and private clients on many different aspects of law, complaint management, and governance. In all of her work, she has been particularly focused on access to justice and has ensured her practice has been delivered in a way that is accessible and collaborative. At the core of her work lies a dedication to contributing to an organization whose mission resonates with her values of integrity and inclusivity. Her focus is on bringing diverse perspectives to the team, enhancing our collective ability to serve the community effectively.

Paul Bowers MSc GAICD

Elected to the Board 2025

Paul is a purpose-driven consultant and experienced governance professional with over 20 years of executive leadership across multiple sectors. He currently serves as a Non-Executive Director of the Abbotsford Convent Foundation, where he chairs the Governance and People Committee, and is founder and principal of Purpose in Practice, a consultancy focused on aligning culture, process and purpose within NFPs.

Paul has served as CEO of Renew Australia, interim Chief Operating Officer of Southern Metropolitan Cemeteries Trust, and held senior exhibition leadership roles at ACMI and Museums Victoria. Paul holds qualifications in organisational coaching and completed the Australian Institute of Company Directors course in 2023. His governance experience includes strategy development and implementation for major organisations including the Australasian College for Emergency Medicine, College of Intensive Care Medicine, and Council of Deans of Nursing and Midwifery. His expertise in connecting strategic vision to practical implementation, combined with his values-driven approach to organisational development, supports his commitment to improving outcomes for vulnerable communities.

Alison Elliott

Elected to the Board 2024

Alison is an experienced NFP Executive with a strong background in quality systems in the health and community sector, utilising an enquiry-based, capacity building approach to strategic and organisational development. With over 25+ years of experience in project and program management in multiple portfolios in the health and social sectors she has skills in service development, program planning, leadership, risk management, governance and cross-sector partnerships. Alison has trained in multiple social change platforms, leadership and systems change and Human Centred Design. She has always worked to achieve social justice, environmental sustainability, human fulfillment and belonging.
